Umoja: New Integrated Planning, Management and Reporting Solution

Umoja and the Office of the Controller launched the Integrated Planning, Management and Reporting solution as part of Umoja Extension 2.

By integrating Umoja modules such as Strategic Management, Budget Formulation and Project System, the Integrated Planning, Management and Reporting solution offers a holistic, end-to-end solution to manage the lifecycle of UN programmes and projects.

This high-level process roadmap depicts how the Integrated Planning, Management and Reporting solution enables programme managers to holistically plan and monitor their substantive work and resources based on defined activities, tasks and timetables, utilizing the results-based management (RBM) methodology, to ensure effective management of programmes and projects.

Umoja’s Integrated Planning, Management and Reporting solution is a powerful enabler of the Secretary-General’s management reform and data strategy initiatives, as it provides a wealth of qualitative and quantitative information about UN’s programme delivery.

This enables clear linkages between resources and results frameworks, both strategically to communicate programmatic results, and at a granular level, to help managers better manage day-to-day operations.

The Integrated Planning, Management and Reporting solution also realizes Umoja’s potential to manage substantive and programmatic activities in addition to the administrative processes it already supports.

It enhances transparency about UN operations and improves accountability by empowering programme managers to articulate how their work is linked concurrently to long term strategies and to multiple overarching mandates and goals of the Organization, such as the 2030 Agenda for Sustainable Development and Agenda 2063: the Africa We Want.

While the Integrated Planning, Management and Reporting (IPMR) solution is not specific to any one source of funding such as the regular budget, peacekeeping budget or voluntary contributions, the initial focus of the deployment is management of projects funded by voluntary contributions.

This allows programme managers to address the granular requirements for voluntary contributions while adapting the functionality to the needs for assessed contributions.

In tandem with the deployment of IPMR, Umoja has also released additional functionalities in its Implementing Partners (IP) module. UN entities can now record assessments of implementing partners, and end beneficiaries’ applications in response to call for proposals; and monitor and record the evaluation of the overall performance of UN partners with regards to quality, delivery and timeliness of activities undertaken.
