Introduction
The Secretary-General’s management reform agenda “envisions a United Nations that empowers managers and staff, simplifies processes, increases accountability and transparency and improves on the delivery of mandates.” The new UE2 Strategic Planning, Budgeting and Performance Management (SPPM) solution will provide capability to achieve this vision. SPPM has significant potential to transform the Organization through its results-based management capabilities for better planning, execution, monitoring and reporting on programme delivery.
What's New
SPPM will add programme and project planning and monitoring capabilities to Umoja. In SPPM, strategic plans and results frameworks of different types and durations can be created and linked to one another hierarchically, if needed. Budgets can be formulated at activity-based level, or at an aggregated level, depending on the specific needs of the execution phase. SPPM will also link different elements of the strategic plans/frameworks to resources, enabling the Organization to report comprehensively on accomplished results as well as the corresponding use of resources.
Who Uses SPPM?
SPPM and other UE2 projects will expand the scope of Umoja’s functions, as planned, and will begin the diversification of user-base, which will include strategic planners, programme and project managers, resource mobilization officers and implementing partners.
What's Next?
The SPPM solution will have an initial focus on planning for the peacekeeping budgets for 2019/20, to be followed by planning for voluntary-contribution funded activities for 2019 and the ‘annual’ programme budget for 2020. Organizational performance management functionality will become available in 2019 when the execution of the plans begins.
